Download V-CardMr. Kasimer has represented contractors, subcontractors, owners, architects, engineers, and material producers throughout the United States, but primarily in Virginia, The District of Columbia and Maryland. Much of his practice has focused on disputes involving road, bridge, utility and highway construction as well as sitework and foundation projects. He is actively engaged in this area of practice, having served as a member of the Associate Leadership Committee, Contract Administration Subcommittee, the Joint Highway Cooperative Committee, and the Board of Directors of the Virginia Transportation Construction Alliance. He is also a member of the Dispute Review Board Foundation.
In addition to an active litigation practice, Mr. Kasimer is an experienced public speaker and author in the construction field, and has presented lectures and articles in such areas as construction management, project scheduling and claims protection. He has spoken on behalf of The Construction Specifications Institute, Engineering News-Record, Masterbuilders of Iowa, Heavy Construction Contractors Association, Virginia Masonry Association, The Virginia Road and Transportation Builders, Heavy Construction Contractors Association, Virginia Transportation Construction Alliance, The Government Contracts Learning Center, The Small Business Administration, Northern Virginia Community College and the District of Columbia Chapter of the American Institute of Architects. In 1981, 1984, 1987, 1991, 1992, 1994, 1996, 1997, 1998, 2002-2005, and 2010, Mr. Kasimer was selected as one of the speakers at the Construction Specifications Institute National Convention. He has also been selected to speak at the National Asphalt Pavement Association Convention and the Sheet Metal & Air Conditioning Contractors National Association Convention.
Mr. Kasimer is admitted to practice before the United States Supreme Court, the Supreme Court of Virginia, the District of Columbia Court of Appeals, the United States District Courts for the Eastern District of Virginia and the District of Columbia, and the United States Claims Court. In 1983, he received an educational award from the Construction Specifications Institute. In 1998, he was named a Fellow of the Construction Specifications Institute, the first practicing attorney to receive that award. He was a member of the editorial advisory board at The Construction Specifier Magazine. Mr. Kasimer was also the Chairman of several Dispute Review Boards on the Central Artery/Tunnel project in Boston. He has been an arbitrator and/or mediator for the American Arbitration Association, National Arbitration Forum, and Fairfax County Department of Consumer Affairs. He was named as a member of a joint contractor/owner committee that drafted the Virginia Department of Transportation’s DRB Specifications.
Before joining Rees Broome, he was a founder and name partner of Kasimer, Pierce & Schaecher, a construction law firm based in Tysons, Virginia.
